<p><strong>HERNDON, Va., </strong>March 7, 2013 – NACHA – The Electronic Payments Association announced today that the program for the newest element of the annual <a href="https://payments.nacha.org/">PAYMENTS</a> Conference, <a href="https://payments.nacha.org/get-noticed">Payments 3D</a>, is now completely full. <a href="https://payments.nacha.org/get-noticed">Payments 3D</a>, which will be held during <a href="https://payments.nacha.org/">PAYMENTS 2013</a> on April 23 at the San Diego Convention Center, provides an opportunity for leading payments innovators and challengers to showcase the latest ideas and solutions for the payments industry. <p>The proposal will be narrowly targeted to address the rule’s provisions on key points raised by the industry:</p>
<ul>
<li>Liability Shift
<ul>
<li>Errors resulting from incorrect account numbers provided by senders of remittance transfers</li>
</ul>
</li>
<li>Foreign Tax Disclosure
<ul>
<li>The disclosure of certain foreign taxes and third-party fees</li>
<li>The disclosure of sub-national, foreign taxes</li>
</ul>
</li>
<li>Implementation Timing
<ul>
<li>Brief extension of the effective date until 90 days after the Bureau finalizes the proposal.</li>
<li>Likely proposed effective date sometime during the spring of 2013.</li>
</ul>

The Automated Clearing House (ACH) Network is the backbone for the electronic movement of money and payment-related data.  It provides a safe, secure, electronic network for direct consumer, business, and government payments, and annually facilitates billions of Direct Deposit via ACH and Direct Payment via ACH transactions.  The Network, which is used by all types of financial institutions, is governed by the fair and equitable <em>NACHA Operating Rules</em>, which guide risk management and create payment certainty for all participants.</p>

<p>To continue to provide the electronic payments industry with leading edge products, processes and solutions, <a title="NACHA website" href="http://www.nacha.org">NACHA – The Electronic Payments Association</a>’s <a title="CEBP website" href="https://cebp.nacha.org/">Council for Electronic Billing and Payment (CEBP)</a> has collaborated with members to develop recommendations on ways to approach consumer bill payment through Quick Response (QR) Codes.  The CEBP, an industry group of service providers, users, and stakeholders, drafted proposed guidelines for using QR codes in a variety of bill payment scenarios, and is currently seeking input from the payments industry on these guidelines.</p>
